Code of Conduct – Third-Party Investigator
Council Appointment
On April 24, 2025, Council made the following motion:
It is MOVED by Councillor Darryl LeBlanc and SECONDED by Councillor Malcolm Madden that Burchell MacDougall Lawyers LLP be appointed as the third-party investigator for the Municipality of Argyle for complaints under the Code of Conduct Legislation, Section 520 of the Municipal Government Act.

Key Timelines & Process (from the Regulations)
- Complaints must be made within 6 months of when the complainant knew or ought to have known the facts (Section 7(1)).
- When a complaint is received, the investigator must notify the CAO (Section 9(1)).
- The investigator must then determine whether the complaint should be dismissed or investigated (Section 9(2)).
- Investigation reports are normally due to Council within 6 months of receiving the complaint (Section 9(5)).
- Residents are encouraged to submit Code of Conduct complaints directly to the appointed investigator using the contact information above, to ensure independence and impartiality in the process.
